Notice on Modification and Cancellation of Paperless Customs Declaration

In order to deepen the regional customs clearance integration, paperless customs clearance reform, and promote paperless customs clearance supporting operations, the General Administration of Customs has launched paperless pilot projects nationwide to modify and cancel customs declarations for import and export goods. Since December 1, 2015, the HP2015 system of the Pan Pearl River Delta four provinces has been put into trial operation, and paperless handling has been implemented for the modification and cancellation of customs declaration.

1、 What is the HP2015 system?

1. Customs clearance operation auxiliary system (currently online customs declaration modification and cancellation functions);

2. Important supporting facilities for customs regional customs clearance integration and paperless customs clearance reform;

3. Realize electronic data interactive circulation and business operation with the electronic port pre entry system and H2010 customs clearance management system.

Since March 1, 2016, the customs across the country has fully promoted paperless modification and cancellation of customs declarations. Except for those who cannot modify or cancel customs declarations through the pre entry system due to technical reasons such as computer and network systems, the customs will no longer handle the modification and cancellation business in paper form.

According to the Administrative Measures of the Customs of the People's Republic of China on the Modification and Cancellation of Customs Declarations for Import and Export Goods (Decree No. 220 of the General Administration of Customs), the following three cases of customs declaration modification and cancellation are included in paperless operation:

1. Enterprise initiated repair and cancellation (as shown in the flow chart);

2. The customs initiates the amendment and cancellation (as shown in the flow chart);

3. Direct cancellation by the customs: after the customs declaration is reviewed, the customs initiates a direct cancellation processing form in the HP2015 system, and completes the cancellation of the customs declaration in H2010 after approval.
